Else, the mayor should have taken the advice of some of us to refrain from hiring additional people in the management ranks and filling positions not needed.  Additionally, albeit symbolic, re-negotiating management contracts would have sent a message to labor unions that he was serious about re-negotiating all existing personnel agreements. A lost opportunity, indeed.</description>
